The problem is this, some how some way the stem has a partial or full air blockage and that is preventing the water to flow up the stem, so you need to re-cut the roses that are drooping and see what happens, if you do not see the roses to start to purk up after a few hours, another cut is necessary until you get past the blockage. Remember to always use a sharp knife or scissors when cutting the roses and when the cut is made, place them ASAP back in the fresh clean water.
